What is a ration card and who issues it?

A ration card is an official document issued by your state government’s Food and Civil Supplies Department. It allows your family to buy essential food grains such as rice, wheat, and coarse grains at heavily subsidised prices from your nearest Fair Price Shop (FPS), also called a ration shop or sarkari dukaan.

Under the National Food Security Act (NFSA) 2013, the central government allocates food grains to each state. Your state then identifies eligible families and issues ration cards to them.

The One Nation One Ration Card (ONORC) scheme allows you to use your existing ration card at any Fair Price Shop in India, even if you have moved to a different state for work.

A ration card is an official document issued by your state government. It gives your family the right to buy subsidised food grains such as rice and wheat from your nearest Fair Price Shop (FPS). Any Indian citizen who is a permanent resident of the state, does not already hold a ration card in any other state, and meets the income limit set by their state government. The general income limit is Rs. 2 lakh per year for urban families and Rs. 1.5 lakh per year for rural families, but this varies by state. Your Aadhaar card must also be linked to your bank account. An AAY (Antyodaya Anna Yojana) card is for the absolute poorest families such as landless labourers, elderly people, and widows. They get 35 kg of food grain per month per household. A PHH (Priority Household) card is for low-income NFSA families. They get 5 kg per person per month. Yes. Under the One Nation One Ration Card (ONORC) scheme, you can use your ration card at any Fair Price Shop anywhere in India. You do not need to transfer your card or apply for a new one in your new state. Simply visit the nearest FPS, give your Aadhaar number, and scan your fingerprint on the biometric machine. All 36 states and Union Territories are covered under ONORC.
With a ration card you get: (1) subsidised food grains (rice, wheat, coarse grain) every month from the Fair Price Shop; (2) free extra grains under the PMGKAY scheme for all NFSA cardholders; (3) LPG subsidy under the Ujjwala Yojana if you qualify; (4) address and identity proof for opening a bank account, getting a PAN card, driving licence, passport, and various government scheme registrations; (5) access to food grains from any state under ONORC if you are a migrant worker.
The income limit varies by state and category. In general: for rural families the limit is around Rs. 1.5 lakh per year and for urban families it is around Rs. 2 lakh per year. For AAY cards (the poorest category) there is no fixed income limit, the family must be identified as the most vulnerable by the gram sabha or local body. Each state sets its own exact limit. Check your state’s food department portal for the current income ceiling in your area.
First, check the rejection reason on your state’s food portal using your application reference number. Common reasons are: income certificate not verified on the e-District portal, Aadhaar not linked to mobile number, or duplicate application detected. Fix the specific issue and reapply. If you believe the rejection is wrong, file a complaint at your District Supply Office or call the central helpline at 14445. You can also file a grievance on the CPGRAMS portal at pgportal.gov.in.
After submitting your application, it takes 15 to 30 working days in most states. The process involves a field verification visit by the Supply Inspector at your home address, approval by the District Supply Officer, and then issuance of the card. You can track your application status using your reference number on your state’s food portal.
Call the central food ministry helpline at 14445. It is free and available in Hindi and regional languages. You can also file a complaint on your state food portal or visit the District Supply Office in person. If the dealer continues to deny your grains or demands a bribe, file a formal complaint on the CPGRAMS grievance portal at pgportal.gov.in. The government takes dealer fraud seriously and can suspend or cancel the dealer’s licence.
Yes. A ration card is an accepted address proof and identity document for opening a bank account in India. Most public sector banks and cooperative banks accept it as a valid KYC document. However, for getting a loan, banks will also need income proof, and the ration card alone may not be enough. For a Jan Dhan account (zero-balance account), a ration card is sufficient as identity and address proof.
You can link Aadhaar to your ration card in two ways: (1) Online via your state’s food department portal,log in, go to “Aadhaar Seeding” or “Link Aadhaar,” enter your Aadhaar number, verify with OTP, and submit; (2) Offline at your nearest Fair Price Shop or CSC Centre, bring your Aadhaar card and ration card. Aadhaar linking is mandatory for receiving food grains and for completing eKYC. Without it your card may become inactive.
